Creating livable communities.

In 2012 Doug Leighton was appointed VP Planning and Sustainability for Brookfield Residential, a leading North American developer. He lead a team to create and gain approval for major Calgary Area Structure Plans (ASPs) under the City’s new Municipal Plan and planning process. These included the new communities of Livingston (Stantec, Civitas and  Perry Associates), Seton (Urban Systems, Civitas, UrbanGreen and PWL) and Rockland Park (Urban Design Group with Brown and Associates).

Livingston and Seton were designed around the north and south termini of the Greenline LRT plus major employment and activity centres. Seton incorporates the South Calgary Health Campus, a $1.4B regional facility. Rockland Park, overlooking the Bearspaw Reservoir, will complete the Calgary to Cochrane trail and open space networks.

Doug oversaw a team of six development managers and planners who together developed and executed a multi-year strategic plan. The vision was to create Calgary’s most livable new communities. The goal was to add value and create a future supply of zoned and serviced land.

The team led multi-landowner Structure Plans, innovative engagement processes, and created high quality masterplans for three new communities. Livingston (Keystone ASP) was approved in December 2012 (Outline plan 2014), Seton (Rangeview ASP) in 2014, and Rockland Park (Haskayne ASP) in June 2015. These communities total over 4,200 acres and will be home to over 79,000 people at build-out.

Doug’s team also completed smaller ASP’s in Cochrane and Airdrie (Chinook Gate) and participated with other developers in the creation of the Glacier Ridge ASP.

The end result? The creation of four exceptional new communities (Livingston, Seton, Rockland Park and Chinook Gate) that deliver on the promise of ‘the Best Places to Call Home’. Awards include: (Livingston) Community of the Year Award – BILD Calgary 2017, 2018, 2019 and (Seton) Best New Community Award – BILD Alberta 2019.
