A Growing Coastal Destination
Located north of Auckland, New Zealand, the coastal village of Mangawhai is rapidly becoming a year-round destination. However, past growth led to substandard development. In response, the Kaipara District Council adopted a Spatial Plan in late 2020, requiring a new, conservation-based planning approach. The plan also identified future growth areas, including a large 423-acre (171 Ha) former dairy farm beside the historic Mangawhai Village.
A Vision for Thoughtful Development
This rolling site was acquired by leading New Zealand developer Patrick Fontein and private investors, who sought to create a legacy community that prioritizes better design, environmental protection, and community benefits. EDG Principal Doug Leighton was brought in to prepare design concepts that aligned with this vision.
Applying Conservation Design Principles
Doug applied EDG’s conservation design expertise to develop alternative design concepts that protect, connect, and expand existing native bush and riparian areas. These concepts were modeled in three dimensions using a digital terrain model (DTM) to test alternatives and refine the preferred approach. As a result, more than 50% of the site was designated for conservation purposes.
Community-Driven Planning
Community engagement, led by Studio D4, played a crucial role in shaping the project. This included on-site meetings with local Iwi (tribe) Te Uri o Hau, neighboring property owners, and environmental groups. These discussions led to provisions for an extensive trail network, a future high school, and other key community amenities. Doug also collaborated with Studio D4 to draft design guidelines and design controls to maintain quality and sustainability.
Expanding to a Regenerative Design Approach
What began as a conservation-focused project evolved into an even more ambitious regenerative design approach, developed in partnership with Reset landscape architects and Studio D4. The goal is to leave the land, community, and environment in a better condition post-development than before. Mangawhai Hills aims for net-zero (or better) on-site energy, water, wastewater, stormwater, and carbon emissions.
A Showcase for Sustainable Development
Mangawhai Hills is set to become one of Australasia’s premier communities, demonstrating best practices in conservation and regenerative design. This visionary project reflects a new standard for sustainable development in New Zealand and beyond.
