A Vision for a Family-Friendly Destination
EDG planning & design was approached in 2021 by owners of a 16-acre (6.5 Ha) site west of Claresholm, Alberta. Having purchased and rezoned the site, they required a masterplan and Development Permit to proceed.
The clients’ vision for the project was to create a family-friendly destination for summer day- and overnight-visitors that would capitalize on its beautiful location fronting Willow Creek close to the Porcupine Hills. A modern 65-unit RV campground with common amenities and a playground would occupy half the site, with the northern half offering day-use activities centered on a bistro-brewpub in a restored historic building.
Regulatory Considerations and Planning Requirements
Early meetings with the Municipal District of Willow Creek identified the need for detailed plans, a Development Permit application and possibly even an Area Structure Plan. MD staff identified the need to consider the interface with adjoining ranches, as well as traffic safety, fencing, potential fire and flooding hazards.
Site Analysis and Masterplan Development
EDG’s first steps were to visit the site, obtain detailed site surveys, data and air photos, and research local plans and policies. The potential flooding hazard was mapped, and transportation consultants were retained by the clients to address traffic and pedestrian safety. Various site, campground and day-use concepts were developed for client review and a preferred masterplan was developed.
The number of RV sites was reduced as a result of traffic studies and potential flood levels, and the day-use area revised to include family activities, walkways, picnic areas, event spaces plus a manager’s office and apartment. Preliminary floor plans and elevations for the bistro-brewpub and outdoor seating were developed.
Project Approval and Development Timeline
The Willow Creek Brewery & Campground project was approved in April 2022, but was delayed to complete further required studies, acquire permits and a formal development agreement. Site development began in 2024 and the campground should be open in 2025. Renovation and conversion of the bistro-brewpub building may also start in 2025.
